It's a pair of front splash shields from LKQ—both the right (passenger) and left (driver) sides.
They're brand new, direct replacement parts.
The OEM part numbers are 5370B101 and 5370B102, and the LKQ interchange numbers are MI1248121 and MI1249121.
These fit a ton of Lancer models from those years: Sedan, Hatchback, Wagon, including ES, GTS, DE, SE, and GT trims, with either the 2.0L or 2.4L engine.
